tax code, governor romney and i both agree that our corporate tax rate is too high. so i want to lower it, particularly for manufacturing, taking it down to 25%. but i also want to close those loopholes that are giving incentives for companies that are shipping jobs overseas, i want to provide tax breaks for companies that are investing here in the united states, on energy, governor romney and i both agree, we have to boost american energy production. and oil and natural gas production are higher than they have been in years. but i also believe that we have to look at the energy source of the future, like wind, solar and bio-fuels and make those investments. so all of this is possible. now, in order foritous do it, we to have to close our deficit. one of the think thises i am sure we will be discussing is how do we deal with our tax code and make sure we are reducing spending in a responsible way and have the revenue to make the investments. this is where there is a difference because governor romney's central economic plan calls for a $5 trillion tax cut, on top of the bush tax cut, w

, they both say an iranian nuclear weapon is unacceptable, but i tend to think that romney would perhaps give israel the green light to bomb sooner than obama might. this is a question of nuance. i happen to wind up on the dovish side of this issue or at least the relatively dovish side and prefer obama's apparently greater restraint and patience, but i think that's the issue where i see potentially a greater disagreement, even though their beginning statement is the same. but then romney has said he'd be less concerned about a possible israeli strike. i'm quite concerned about that. i think the president is, too. >> indeed. eugene, mitt romney in his speech today suggested that the turmoil in the middle east was because, and i'm quoting him, the president has not led. but when romney's advisers are pressed for answers, they tell "the new york times" to come back on november the 7th after the election. is that leadership? >> well, no. i mean, look, let's be honest, the whole thrust of the speech was to make it sound as if mitt romney's foreign policy would be bolder and more leader-like than

is on both of them. ryan saying mitt romney's performance makes it more difficult for him. people are suggesting that vice president joe biden is gaffe-ridden and incompetent. what are you expecting from this debate? >> i will go ahead and i would say i'd set the bar pretty high for biden because i think he's a much better debater than obama. one of the reasons biden ended up on the ticket with obama in 2008 was that in 2007 and 2008 running against hillary clinton, running against barack obama, it was biden who are often than not who would steal the show at those democratic debates. it never actually translated into votes for him but he impressed people in the obama campaign as somebody they wanted to have out there. you go farther back in his career when he first ran for president in 1988, he got derailed by a bit of a plagiarism scandal, but when he was using his own words, he was one heck of an orator. that was his reputation. a really strong communicator. i look at biden and his debate skills and communication skills, and i say escapable of doing what barack obama either coul

. mitt romney holds rallies in both ohio and iowa. and i want to take another look at those two polls that everyone is talking about this morning. they seem to paint different pictures of this race. the pew research center gives mitt romney a four-point lead over president obama. 49% to 45%. that survey did include more likely voters who identify themselves as republicans. however, the latest gallup tracking poll has president obama leading mitt romney 50% to 45%. this poll does include voters who were surveyed before the presidential debate which most voters say romney won though interestingly enough, it showed movement toward obama yesterday. all right. hard to keep track of. there's a lot going on here. cnn political reporter peter hamby joins us live from washington. please, peter, make sense of this for us. >> okay. these are the first two real credible polls we've seen since the debate. the bottom line here is there's movement in both toward mitt romney. you're right. the gallup poll had about three days of sampling before the debate that showed obama winning. after the debate,

what they do over the next several days with both the vice presidential debate coming up and the second presidential debate coming up. one of the thing that is the romney campaign has miscalculated is their definition of presidential -- they have seen this as aggressive and showing strong and might where presidential also means having temperance. having poise and having patience. that's what you saw previously not being applied with the benghazi situation before. let's see if they do it now because this is one of the first times last wednesday that governor romney looked presidential at a time where president obama did not. now, with these issues and the new details coming out, it looks even worse for the administration. and if governor romney and his campaign can take a step back d look presidential in a more holistic way, not only show the strengths in some of the tough talk they have been doing, but show poise and temperature rans with their approach as the details come out, i think it can play well for them and can go very well for them going into the second debate. >> that's intere

guests today. we both voted for obama, and if you are going to think this is a funny, but my decision came with the last debate, and the reason was the minutes that mitt romney said that he was not going to cut the 1%-ers, i read all the people, and there is one thing that i have taught my children, my grandchildren, is do not lie. that was a big lie. jerry, when we got together 12 years, he was a republican, i was an independent. each time we vote, we say, we might as well not vote because you are going to cancel my vote out. this is the first time we did not cancel each other's phone app. he came close to not being able to but because he gave up his license a year ago, and he needed to go down and get a florida i.d., and then all the sun, you got a passport. so he was able to vote. i listened to them all. there were some things i liked on both sides, but i decided not to change horses in the middle of the stream. host: the early voting quest was there a line? caller: i floated through the mail. my daughter is here in florida. she just came in on my 80th birthday. she met a man here.
